Policy: Nearly extremistic one.

In general IP addresses are added by customers' complaints or those from which spam comes to some special addresses ( never really existed, however included to spam databases ).

Most of them are open proxies/relays, widely used by Russian spammers nowadays.

If an IP address meets some criteria ( say, is a dial-up address ), Áppropriate class C network gets included.

If an IP address appears to be that of an ISP mail relay re-sending mail from its customer, it usually gets included after a complaint if it yields no answer.

Specifics: There is the date of addition in every IP address within the zone encoded as: 127.day.month.year
